explore.exe process doesn't automatically start

1. When a user logs in, sometimes only a blue screen is displayed, there is no taskbar, desktop icons, curser etc.

I know when explore.exe runs , these things will load.

However when someone logs on, I can check the processes on that machine and that is not running. Users cannot right click either as this is restricted.

2. We run a terminal services network and using Active Directory. When a user is moved to certain groups of users then this will effect the occurrence, however in other groups, it won't.

Is there a way to force explore.exe to start when logging in?

Sometimes, if you leave it at the blue screen it hangs for a short while then suddenly everything appears.

Any ideas?
