Need some help with locking down a folder structure with NTFS

I started with this company about 7 months back, and they already had a folder structure in place.  What they want is to lock it down to a certain level so that users can't accidentally move or rename folders.  Below is an example of our structure.

        A-B

            A Company

                2014

                    SubFolder

                Folder

Just so it's clear, the folder 2014 and Folder are at the same level.  There are also many more folders at each level, I just wanted to give an example of the actual structure.

What needs to happen is that everything is locked down to Read access, and that you can only create underneath the SubFolder and Folder level.  I know I could probably pull this off manually, but we're talking thousands of folders and I have no desire to do that.

I'm hoping there's a more efficient way to accomplish this.One thing I tried was at the CUST level giving a user group Read access on "This folder and subfolders," and then creating an additional rule for the same group that allows Modify for Files only. I know this wouldn't accomplish what I wanted exactly, but it's close and a start. Unfortuntely, it's not working as the account I'm testing with can't create files at the lowest level. I'm using Server 2008 R2.
