Help! Can't restore DFS-R files from preexisting

I'm trying to restore a users files from the DFS-R preexisting folder per this article and when I run the PS command I'm getting an error about not having permission that says "Access to the path C:\data\folder\filename' is denied.  Any quick help on this one?  The NTFS permissions show System has full control.
