disable notification "Get Windows 8.1 for free" Windows 8

Hi all I wish to stop notification "Get Windows 8.1 for free" Windows 8 for everyone in my domain.

After doing little research I came across the below link

but settings mentioned are for Local Setting 

I want to apply these settings for Domain Environment , I am not able to perform, please help
