Server 2012 Showing Event 45 and 46, Server Manager Not Refreshing

I have a Server 2012 VMware guest file server that has not been properly refreshing the Server Manager window and shows a yellow  triangle warning.

The notification is:

SERVERNAME: Configuration refresh message: The system cannot access one or more event logs because of insufficient access rights, file corruption, or other reasons. For more information, see the Operational channel in the ServerManager-ManagementProvider error log on the target server.

When I go to the operational log in ServerManager-ManagementProviderin the Event Viewer, I see several informational events and recurring events for IDs 46 and 45 at the same time (HH:MM:SS).

Event 46 says:

Generic failure querying the localized name for channel: Backup [hResult = Function failed during execution., hLastResult = The system cannot find message text for message number 0xBackup in the message file for Function failed during execution..].

Event 45 says:

Failure opening metadata of the owning provider for channel: Microsoft-Windows-SPB-HIDI2C/Analytic [hResult = Function failed during execution., hLastResult = The system cannot find the file specified.].

What I have tried:

Installing updates and restarting the server, twice.

Googling the server manager issue points me to the 3 part series, Windows Server 2012 - Server Manager Troubleshooting Guide - (http://social.technet.microsoft.com/wiki/contents/articles/13443.windows-server-2012-server-manager-...) which, in part 3, has a very similar error but it is not identical and mentions a cmdlet for giving permissions to a standard user but since it isn't the same error, it doesn't apply and I am an Enterprise Admins member.

The event 46 gives me two hits in google and event 45 search yields a technet post with people telling others to copy the hidi2c.sys file from another system (Windows 8 or Server 2012) so I may build another Server 2012 VM to get the file to copy over.

Also, I am not running Windows Backup, I am using Veeam 7.

Has anyone else dealt with these errors, successfully?
