Trying to utilize Microsoft Web Platform Installer, but no luck so far....

So I needed to set up a test server for learning how to develop WordPress plugins and themes...  I opened my trusty Vmware Workstation 10 and installed Windows Server 2008 R2.  I then added the Webserver Role.  But, just before beginning a manual install of PHP, MySQL and WordPress, I thought "Why not try the Web Platform Installer 4.6?"

So I made a snapshot of my VM and dove right in, installing all default packages for WordPress from within the WPI application. 

Once all was finished, I could not bring up the new website using the browser on the VM.

I could go to the default location that just shows IIS 7 logo, but not to the new test site.

My VM is not currently using a static IP as I am out of the office on someone else's network without access to the router (so I could not force port 80 to my test VM).

My question is...how do I set up a Vmware Workstation 10 virtual machine that runs Windows 2008 R2, IIS, PHP, MySQL and Wordpress using the Microsoft Web Platform Installer so that I can have local access to test sites from within the VM and from the host?

I'd like to use the Web Platform Installer if it can make my life easier when setting up Windows servers for WordPress, but I am evidently doing something very wrong.

Can you help?
