System Writers are missing in Server 2008 R2 SP1

This error has been nagging for awhile now and I cannot seem to get it fixed:

Event 513, CAPI2

Cryptographic Services failed while processing the OnIdentity() call in the System Writer Object.

Details:
AddCoreCsiFiles : BeginFileEnumeration() failed.

System Error:
Access is denied.
