We had a win2003 DC for a long time. which runs our DHCP. We use a separate vlan for each scope

- Wireless
- VoIP Phones.
We were in the process of moving to Win2008 Active directory. So We built a new win2088 DC and file replacing was working just fine. Then our win2003 DC died (hard disk failed). I was able to configure 2 new DNS servers, and I rebuilt DHCP on the new Win2008 DC. The problem is now is that I have not had a chance to transfer the FSMO roles to the Win2008 DC but for some reason only one of my 3 DHCP scopes is working. When I plug a device into a switch configures to one of the other 2 vlands I do not get an ip address . Can the FSMO roles affect DHCP?
