UAT - Windows 2012 Debacle

I need to find the adjustment to disable UAT once-and-for-all.  My frustration with it is immeasurable.

As a manager, I make business decisions, one of which is who I find qualified to manage my servers.  I don't want my OS to slow down my work.  I had a DOMAIN/SERVER ADMINISTRATOR at my desk showing me that he was the owner of a folder, had every possible security role and right and yet was (and still is) unable to delete a directory on a 2012 server.  I took ownership, set myself up with FULL access and tried to delete it and got a message stating that I needed permission from MYSELF before I could delete it.  I am wasting time even writing this POST.  I find it ridiculous that the OS has taken ownership of my department.    How do I turn off this BS and what is the home address of the SOB that designed it? 

My domain admins are the owners of every single file and folder in my environment.  PERIOD.  How do I set that up?
