2003 Profile not loading "not enough disk space"

So you'd think this would be an "easy" fix right? Not so much. Logging in as a new user for a vendor that is migrating this server from 2003 SP2 to 2012 but when I log in I get a User Environment Error:

Windows cannot log you on because your profile cannot be loaded.
Check that you are connected to the network, or that your networking is functioning correctly.
If this problem persists contact your network administrator.
Detail - There is not enough space on the disk.

So OK, let's check space. 1gb out of 12 free. (it's a legacy server...)

Seems like plenty of room for a single profile to me (profiles are usually what, a few megs?

Go into the user profiles, wiped out a few older ones and verified that the largest profile is 60mb, but the majority of them are only a hair over 1mb.

So a few silly questions:

1. How much space do I really need to add another profile like this?

2. Why isn't the default profile loading?

3. Any way to force the default to load?

This is multiple new accounts (even though I only need one) and only on this server, so I'm not doubting that the error is "legitimate" but It doesn't sound right to me.

I can look into expanding the C drive if needed, but I really just need this user to log in to verify a few settings and pull some data from a DB. (something I could have them do using an existing account.)
