One device unreachable

In an existing network we swiitched ISP's and updated our router/firewall to match the new settings (perhaps unrelated to the problem). Immediately afterwards a multi-function printer/copier/scanner (Sharp MX-2700N) can no longer communicate with a server. The server is a white box Windows Server 2008 R2 operating as a DC, File, Print & SQL server.

If the copier is power cycled and a command window is pinging (Ping 192.168.1.16 -t) there is a very brief window in which it can be reached, only lasting a couple seconds, any other time I simply get the response of "Request timed out."

Countless times the copier, router, and server have been rebooted, in varying orders. The IP address reserved for the copier has been assigned to other devices, and they can be reached as expected.

All other devices on the network can communicate both directions with the Sharp as long as they are not using the server as a print server and instead print directly to it.

At this point I am at my wit's end trying to sort this out, and any help would be appreciated.
