I've set up a new Windows 2003 server. It currently has 9 CALs and is set up in per-server licensing mode. It's mainly being used as an application server. I've been considering promoting it to an AD controller. We have 60-70 users. If I were to promote the server to a controller, would there be issues with it only having 9 CALs? Thanks for any input.
