Server 2003 File permissions for audit purposes

This is similar to a lot of questions already out there but we require the ability to set up a folder so that users can create files in there (or copy files into there) but once done they cannot modify or delete those files (or subfolders). This is for a Quality issue where the auditors do not want files to be modified once created/copied into a folder.

Obviously, if I deny the user of modify or delete files/subfolders, then the users will be denied the right to delete the temp file that is created as well. I believe it is something to do with Creator_Owner group but I also do not want the creator/owner to be able to modify/delete once created. Help!!!
