W3SVC causing network latency

Last week sometime we started noticing the network getting sluggish at times. I ran some ping test and notice 3-4 digit ping times when we normally run at 2 digit ping times. Also noticed some drop packets. I was getting high pings to our router and anything on the Internet including our VPN tunnels but not when pinging servers or other PCs. Long story short I was able to track the problem down to one of our two domain controllers. It also runs WSUS and internal SMTP. The high pings went away when I disconnected it from the network and came back soon after I reconnected it. I was able to determine that the W3SVC (World Wide Web Publishing Service)service was causing the issue. Stopping the service stops the high pings and network latency. WSUS requires IIS which requires W3SVC to run. Has anyone else had this issue? How did you fix it?...
