Many "application" servers one RDP server

I have RDP services and AD on the same Server 2008r2 server. The plan is to move the AD to a new server.

Each RDP desktop accesses a server that is mapped to the RDP server. RDP users are starting to experience the same lag that one gets on the local network where users are directly mapped to drives and "pull the data files to the program on their desktop"

No server seems to have excessive memory, CPU or hard drive issues. We are experiencing "white out" where the screen freezes and goes white, usually followed by the program crashing.

We have many instances of the program running associated with each office, offices have between 1 and 5 users. And we can have up to 12 offices logged in via RDP at one time.

We have 2 Server 2008r2 and 1 Server 2012 server running the 'application" and connected to the domain. Connected to this is a 24 port GB consumer switch.

I can't determine if they need a better switch and or separate switches (one for the servers and one for everything else) or if it would be better to have RDP on the same box as the "application" which would cut done on network traffic and lag.
