Outlook 2007/Win7 won't set up over VPN

I have some remote locations connecting to our Exchange server (don't laugh - Exchange 2000!) over Sonicwall IPSEC VPN using the client on XP and Windows 7 computers. Up until a week ago, I had no problem setting them up by doing the following:

log in as me, connect the VPN, do a "runas..." notepad as the user to cache their profile. Then log on as the user, connect the VPN again, and run Outlook setup. This worked.

Now, only on Windows 7/Outlook 2007, when the wizard gets to the point of connecting to their mailbox, it fails and says the exchange server is unavailable. However, OWA works, so it is not a simple connectivity issue.

I have verified that this does not happen on XP/2003.

I have also tried the following:

  • tested Internet speed and connectivity (OK)
  • pinged the server by both short and FQDN (OK)
  • Turned off Windows firewall
  • tried setup directly from control panel/create new profile
  • verified all networks are addressed differently
  • ran outlook /rpcdiag
  • made sure network drives (different server, same network as exchange) are OK

None of this helped. I should also mention that even on existing Win7/Outlook 2007 machines, I am seeing intermittent "cannot connect to your exchange server" and "connection to exchange server has been restored..." but no one is complaining on those because they seem to be getting their mail...
