Windows Server 2012 R2 Fax problem

I have a new 2012 Windows server R2 that went into production a month and a half ago to replace a Windows 2003 server sincetheir newsoftware is phasing out support for 2003. After installing the Fax service role and installing the Brooktrout FSP I try to send a test fax and immediately it throws a Fatal Error in the status box of the outgoing faxes in the fax console. It is not logging anything in the activity log until the fax is deleted then it shows fax canceled in the activity log. In the event logs is has an error 32079 which states:

An error occurred while preparing to send the fax. The service will not attempt to resend the fax. Please close other applications before resending.
