Access Denied when Upgrading Server Licence using DISM

Hi,

I'm getting the following error in the dism log when trying to perform an online upgrade from Server 2008 R2 Standard to Server 2008 R2 Enterprise using DISM.

2013-07-12 20:02:15, Error                 DISM   DISM Package Manager: PID=13076 Failed to create the CBS Package enumeration. - CDISMPackageManager::GetPackageCollection(hr:0x80070005)
2013-07-12 20:02:15, Warning               DISM   DISM Transmog Provider: PID=13076 The selected OS *cannot* upgrade to [ServerEnterprise] - CTransmogManager::TransmogrifyWorker

One thing that is mentioned on a few other forums is that McAfee AV Access Protection can cause this issue and we do use McAfee Enterprise here but I have completely uninstalled it from the server to bypass this issue and performed a restart.

I have tried using an elevated command prompt and a elevated powershell.

Command is performed using the Generic KMS Key.

DISM /online /set-edition:ServerEnterprise /productkey:489J6-VHDMP-X63PK-3K798-CPX3Y

This server is a RDS Gateway server so I'm unsure if this has something to do with it failing also.

Not sure how to progress with this, I'm hitting the 32GB limit on this server for RAM and am implementing a second RDS server which already has 64GB of RAM in a load balanced scenario.

Anybody got any idea's about how to proceed.
