System Volume Information @ 168GB with Shadow Copies disabled

I recently discovered on one of my DCs which we use as a small file server, the SVI is eating up 168GB of hard drive storage. Not exactly sure how it got this high, shadow copies are disabled on this hard drive but says 167971MB used in the disk properties. The only backup software i use is CA ARCserve D2D to do full system backups, not sure if this has anything to do with my SVI being so large. I have seen in other posts it can be from backup software.

A. Is it 'safe' to delete this?

B. How would i go about deleting it if shadow copies are disabled?
