Tomcat service do not restart on a task scheduler

Hello All;

I have a batch file which simply restarts Tomcat service. I am trying to run this everyday at 11am on win server 2008 machine. I can run this by right clicking and selecting "run as admin".

But when I put this in task scheduler with highest privilege, it does not run.. but when looking into the task scheduler report it says successfully ran...

Any help?
