2008 R2 Group Policy question

I have 2 remote offices with onsite domain contollers in a single domain. I need to set an different explicit proxy settings for IE in each branch for the users in that branch. I created a OUs BranchA and BranchB . I created GPOs for each with both computer and user configurations enabled, edited the proxy connections for each. Linked and enforced and blocked inheritance. When I move the Computer to the new OU it only applies the Computer configuration not the user configuration. I used the Group Policy results tool in GPM and the User Configuation Summary displays that applied GPO's is the Default Domain Policy . If I move the user and computer to the BranchA or BranchB OU it does apply the user configuation and the default domian policy is denied. Is there a better way to do this so I can keep my Computers and Users in there own containers?
