Event 1001 what is causing this event?

This events happens almost 5 times a minute

Location: updateVdsStatus, File: AFWSubSystem.cpp, Line 4551

Message: 10.0.0.252 is reachable on the network, but not responding

Then a following this event 1070 happens once a minute 

 Iashlpr initialization failed: 1060, so DHCP server cannot talk to NPS server. It could be that IAS service is not started.

What is going on?!
