Desktop and My Documents config saving onto network

This is an issue I haven't seen before.

We are getting ready for a file share migration. I am starting with our users networked My Document's, their U drives. It appears about 20-30 of my users have 2 folders in their network documents, a Desktop and a My Documents Folder. I migrated these files and folders to their new location and when some users are logging in now all their desktop icons are gone. I figured out that the desktop and my documents folder are linked somehow to that of a certain PC they log into. If I put the files back onto their original location and change their U drive back to the old location they can re-log in and all their files are back.

1. How did this happen? I've haven't seen this issue before

2. How can I set the config on the PC to be correct so it isn't saving all desktop files and local my documents onto the network?
