Share stops working on some clients after the server is slow to respond

I have a strange issue I have been trying to troubleshoot. I have a storage server that we are working on replacing that has 300 users Citrix profiles and desktops on it. The server is way under powered for the number of users on it, particulary in the Disk IO area. It will dramatically slow down some times due to high usage at login/logout times. Occasionally, it will slow down so much that some of the Citrix servers will just stop trying to access files on it. For example you will be able to browse to the server via \\ipaddress but not by the name until you reboot. (NOT A DNS ISSUE!)

This was particularly evident when we had a network outage that kicked 200+ of our users off of citrix at the same time. The 200 users logging out and back in caused the storage server to become completely unusable. It would take 30+ seconds just to get a list of shares. When this happened, 2-3 of our Citrix servers were unable to browse to \\storageserver but were able to via IP. Even when things went back to normal, both servers were unable to reach the machine by name. We ended up rebooting both servers and everything was fine but I would like to know what causes this. There does not appear to be any events in the log that look to correlate to the issues. Is there some service I can restart to get it to work again?
