ActiveX Enterprise Install

I am trying to figure out if there is any good way to push install an ActiveX plugin to multiple clients. Right now, we have the web-viewer of SolidWorks PDM (we have the installed client too, but I have that one figured out already). There are quite a few XP (I know...) machines here that SolidWorks will not support and they have stonewalled us when we try to start a ticket to install the ActiveX plugin on those computers.

Has anybody out there deployed an ActiveX plugin to computers on a domain? What about delegating authority to users in an OU to install the plugin?

We have a 2003 functional domain (again, I know...) with a mixture of 7 and XP, but only the XP clients need the web viewer. I have tried user and computer level GPO to suppress the ActiveX install prompt in hopes that it would automatically install, but that does not seem to work. 

There is plenty of documentation out there of how to package the plugin as an MSI for deployment, but seemingly nothing to indicate how I am supposed to get the .cab to package it.
