Windows DNS Server Reboot - Rookie Move?

I just rebooted my primary internal Windows DNS server (10.2.1.40) in the middle of the day.. cause I needed to migrate it from one ESXI Host and Datastore to another (vMotion is not configured)

Windows 7 Clients Configured
DNS 1 = 10.2.1.40
DNS 2 = 10.2.1.4 

Windows 2008 R2 Servers
DC1 (10.1.2.40)
DNS, DHCP, AD

DC2 (10.1.2.4)
DNS, AD

As soon as I powered it down.... before I could even migrate it.... my phone started ringing with people who couldn't load websites. 

My thinking was that the Secondary DNS 10.2.1.4 would have kicked in and no one would have noticed the downtime.

- Was this a rookie move?
- Why didn't the 2nd DNS server kick in?
- Is there a way I can accomplish this? Maybe something I can force from AD without switching DNS 1 & DNS 2 for every workstation.
