Server 2016 showing GMT time upon reboot. After login returns to MST (-7).

We have a Windows 2016 Standard server that is jumping forward 7 hours to GMT every reboot. I don't think this is a CMOS battery issue because it is exactly 7 hours. When I send a CTRL+ ALT + DEL to log in it returns to Mountain Standard Time.

I see an error 158 in the event viewer "The time provider 'VMICTimeProvider' has indicated that the current hardware and operating environment is not supported and has stopped. This behavior is expected for VMICTimeProvider on non-HyperV-guest environments. This may be the expected behavior for the current provider in the current operating environment as well."

Shortly after it shows:The time service is now synchronizing the system time with the time source 1.north-america.pool.ntp.org, (ntp.m|0x0|0.0.0.0:123-104.131.155.175:123).

Then the time is correct.

Not sure if this is related to the issue or...
