Windows Server 2012R2 Active Directory not synchronizing between sites

Hi,

a few weeks ago I started to upgrade our domain from Windows Server 2003 to Windows Server 2012R2. In our main site everything worked fine. Then I migrated the first site in another location. What came up is that I was able to sync AD from a 2003 DC in the main site but not from the new 2012R2 DC.

Tried to sync 2012R2 DC from another DC in same site works perfect. After searching for a solution in different technet articles I found out that AD 2012 is using a  different range of dynamic ports to communicate. Recognizing that I checked that nothing was blocked by interal or external firewall. Asked BT as our provider for site to site connections but they told me not using any firewalls here.

To be sure this truly isn't the cause I changed the dynamic port range on all 2012 DCs to the old range like in 2003 but nothing changed.

The errors I get at the prerequesites check are:

Verification of Administrator rights failed. The RPC server is unavailable

Verification of outbound replication failed. Unable to locate replication source domain controller SLU12DC02.emea.sensus.net. Domain controller "SLU12DC02.emea.sensus.net" does not exist or cannot be contacted.

Using the "Active Directory Status Tool" I see also that normal replication to the 2012 DC in the other site is not working properly.

Don't have any other idea currently. Any suggestions are welcome.
