Securing DHCP server and network access for guest users.

I have a DHCP server role installed on a server 2008 R2 box.

Is it possible to restrict  guest users from getting network access if they set their tcp/ip settings manually rather than automatically assigned by DHCP? They should be forced to use DHCP.

The network range used on the guest scope to be leased is 192.168.192.30-192.168.192.50, 2-29 are reserved for users that need internet access. There are times that some guest users are manually setting their ip address on the ip range that have internet access. 

I was told that DHCP NAP can do this?
