Write permissions inside read only folders help?

Ok I can't seem to find an answer to this. Please consider the following:

P:\public - Domain Users have full read/write access

P:\Public\Special - Domain users ready only. Do not want anyone to delete or rename this folder.

P:\Public\Special\Level 1 - Domain users ready only. Same as above.

P:\Public\Special\Level 1\Level 2 - Domain user ready only Same as above

BUT inside of level 2 folder domain users have full access.

So what is the proper way to implement full read/write domain user access inside a folder you not want users to change/modify/delete the name? When I right click inside a folder to set security for domain users to read/write/modify it also changes the folder itself so that a user could change the folder name or delete it. I want them to have full access inside the folder to do whatever they want just not ba able to modify or delete the folder name itself. The folder structure all the way down to level 2 must remain intact.
