shadow copy appears on folder but not file

I have a very strange issue I am running 2008 r2 had no problem until now. shadow copies appear on the folder level, that mean I can open previous version of a file going through parent folder of that file but when I go directly to the file there is no previous version of the file. I have all tried rebooting the server, checking vss services and shadow copy services.
