2012 R2 domain controller didn't create Sysvol or netlogon shares

I am building a new 2012 R2 domain controller to replace a 2008 domain controller, Windows says everything installed fine, but it did not create teh SYSvol or NetLogon shares.

Google finds all kinds of info on this, but it all applies to older versions of Windows Server when microsoft still used the FRS instead of DFSR

how do I correct this on server 2012 R2?
