Certificate request > Win 2008R2 (workgroup) > Certificate Enrollment Policy?

I'm trying to request a certificate from a Windows 2008 R2 server to replace the existing expired certifiate.  The server is in the DMZ, not on a domain.

It has IIS6.  However, I do not see the usual 'Server Certificates' option.

Opening the Certificates mmc snap-in, I find the expired one sitting under 'Personal'.

From here, I've been unable to successfully request a cert, as the options are not familiar to my past regular domain-based work.

When I choose to 'Request New Certificate', it asks me for a Certificate Enrollment Policy, as none is configured.  What should that be?

If I go to 'Advanced > Create Custom Request', and 'Proceed without enrollment policy', I can choose the PKCS#10 and Base-64 format, which spits out a standard cert-looking code; however, GoDaddy says it's invalid.
