Give a none admin user the ability to restart a service on non domain member

Hi,

I would like some suggestions on how to give access for a non admin user to perform an iisreset on a webserver that is not a domain member.

This is to ensure that someone in a different timezone can restart a service without having to wait for the UK based helpdesk to get out of bed or ring us up in the middle of the night.

I have already done a bit of research and discovered quite a few ways to achieve this for domain member servers but nothing that really mirrors our scenario of non member server.
