Server 2012 R2 - Assigned Access feature missing

I have a Windows Server 2012 R2. I should be able to setup a user to have assigned access according to this article.

When I follow the steps provided, I do not have the option to "Setup an account for assigned access". The option is missing from the Other accounts tab.

I have also tried to use the Powershell cmdlets, however they are reported as missing as well.

Is there a feature that needs to be turned on for this to be available, or is the article incorrect and it is not available in Windows Server 2012?
